What more can I say than this: Don’t  do it. Every single point you state is negatively impacted.

Air quality becomes pitiful. Workers are transitory, cannot find housing and destroy housing. 

Workers are of multiple ethnicity and require extensive adult education programs and English training. 

Sure it makes money for the town but the workers are treated like slaves and worked until they are injured or die.

Workers do not assimilate and are not accepted by the community. Often competing ethnicities conflict within the plant.

I urge your community to put a stop to this. Greener industries are what’s needed in our society. Your town will change in ways you are fighting against already.
