In other business Tuesday, the council discussed a proposed subdivision and future development for Deep Waters Retreat near N. Buffalo Bill Ave.
The proposal includes long-range visions of a future campground, cabins, and museum space tied to a medical retreat concept.
Owner and developer Faylene Hudson told the council that she is concerned about the city’s proposed easements for streets on the property. Hudson wants more time to fully develop the plans for the project before determining the final location of access easements.
The Planning Commission previously recommended easements around the property to ensure utilities and roads will connect with additional lots. Zoning and Planning Administrator Judy Clark said subdivision regulations prohibit landlocked lots, requiring access to public utilities and streets.
After a lengthy discussion, the item was pulled from the agenda and will instead be handled administratively.
The revised plan will simply subdivide the property of into two parts – one for an existing wellness center and the other for remainder of the land.
E. Francis extension
The council spent considerable time discussing land use and zoning changes tied to property near E. Francis St. and Bryan Ave. The request involves several lots for future commercial and residential development.
Council members debated whether a parcel near S. Tabor Ave. should remain residential or be rezoned commercial.
After discussion, the council approved amendments to the city’s comprehensive zoning plan and rezoning of the two lots on Francis St. to commercial zoning. They left the Tabor St. portion residential.
E. Second St.
Another lengthy discussion centered around a proposed rezoning request at 2105 E. Second St. that is connected to a potential new facility for the Nebraska Department of Motor Vehicles.
Robbie Stefka, representing the White Lotus Group, said the project would involve construction of an approximately 8,300-square-foot DMV building on behalf of the state.
Several council members raised concerns about the width of the street, which is a relatively narrow asphalt with no curbs, traffic flow, and the possibility that commercial trucks would use nearby streets during CDL testing.
Garrick had concerns about additional traffic on roads he felt are not designed for heavier commercial use. Councilman Jim Nisley likened it to the problems he sees daily on Eugene Ave. The amendment to the comprehensive plan failed on a 0-7 vote.
W. Fremont
However, the council unanimously approved rezoning property at 206 W. Fremont, in the vicinity of North Platte Community College, from highway commercial to residential. Clark said the property no longer functions well as commercial land due to limited highway access and existing residential uses.
Also, the council approved bids for the Iron Horse Park Trail Project, which includes replacing asphalt trails with concrete and extending trails around portions of the lake. The project will utilize Nebraska Game and Parks grant funds along with matching funds.
Council members also discussed future plans for more benches along the city’s trail system, with several members noting they received requests from residents for more seating along popular walking paths.
In other business, the council approved:
- The third and final reading amending the special design criteria for R-M mobile home parks. This gives alternate foundation options instead of requiring a storm shelter large enough to hold the residents.
- A cost-sharing agreement with River’s Edge Golf Club, LLC, for maintenance of a drainage/irrigation ditch. The city will pay the total cost of $29,000 up front, and River’s Edge will reimburse the city for half of that amount over the next five years.
- Removal of stop signs for eastbound and westbound traffic on Francis St. at the intersection of Tabor Ave.
- Placement of stop signs in the new Legacy Point/Homestead/ Riverside residential development for northbound and southbound traffic at Tabor and Francis, as well as for northbound traffic at McCabe Ave. and Philip Ave., for southbound traffic at McCabe Ave. and Francis St., and southbound traffic at Westyn Ave. and Francis Street.
- The purchase of an ABI Laser guided infield groomer machine from Turfwerks for Parks and Recreation for $46,660.05.
- The application of La Hacienda Market LLC for an addition to their liquor license area at 315 E. Sixth.
- The application by Pals Brewing Company for a special designated liquor license on May 16 from 8 a.m.-9 p.m. at D & N Event Center for Yappy Hour Fund Raiser.
- The application by DEAM, LLC dba Axes & Aces for a special designated liquor license on May 9 from 4 p.m.-11 p.m. at Victory Village Lakeview Clubhouse for a going-away party.
- The application by Bodunks Brewing dba Peg Leg Brewing for a special designated liquor license on May 30 from 1 p.m.-10 p.m., with an alternate date of May 31, for a car show.
- The application by Bodunks Brewing dba Peg Leg Brewing for a special designated liquor license on June 6 from 8 a.m.-10 p.m. for a Muck March.
- Place on file the treasurer’s report for March 2026.
